The proposed scheme includes a restriction allowing only flats up to around 800 sq ft to qualify for the amnesty. Officials believe this rule may exclude many residential units in Mumbai, where apartment sizes vary widely.
Because of this limitation, the committee has asked authorities to reconsider the size restriction and make the policy more inclusive.

Another key issue raised was the requirement for a valid Commencement Certificate (CC) to apply for the OC. Many older buildings in Mumbai may not have proper documentation, which could prevent them from benefiting from the scheme.
Committee members suggested that this requirement should be reviewed to ensure that more societies can participate.
