A housing society dispute in Mumbai’s Goregaon has sparked discussion about pet owners’ rights within residential complexes. The issue began when a resident complained that her housing society had imposed fines simply for walking her pet dog within the premises. The resident approached the Deputy Registrar of Cooperative Societies, claiming that the society’s rules unfairly targeted pet owners.

According to the complaint, the housing society allegedly added fines to the resident’s maintenance bills under “other charges.” The penalties reportedly included thousands of rupees along with GST and interest. The resident argued that the fines were imposed without proper justification and were meant to discourage pet owners from using common areas.

The resident also stated that several parts of the housing complex, including gardens, parking spaces, and podium areas, had been declared “no-pet zones.” Pet owners were restricted to a small designated area near the entrance of the building, which the complainant described as unhygienic and unsuitable for walking pets.

In addition to the fines, the resident claimed that security staff photographed her while she was walking her dog inside the society premises. Her name was also reportedly displayed on the lift notice board as a defaulter for unpaid fines, which she described as humiliating and unnecessary.

After reviewing the case, the Deputy Registrar directed the housing society to withdraw the fines imposed on the resident. Authorities also emphasized that guidelines from animal welfare bodies allow pet owners to walk their pets in common areas of housing societies, as long as cleanliness and safety are maintained.
